Errors occuring while loading REST modules should default to killing the deployment process #273

Right now these errors are logged, but they happen on a different thread and thus don't affect the deployment process.

This has been fixed via ml-javaclient-util 3.7.0. The behavior can be disabled, though not yet via an ml-app-deployer property.
