Support query capabilities in role files

10.0-7 adds support for query capabilities in roles for QBAC. Those are being dropped on the floor right now due to the special handling of roles; I think the Role.java class needs to know about them.

May fix this in a 4.3.1 release, or 4.4.0 at the latest.

The Manage API doesn't support JSON payloads in 10.0-7. To reproduce, toss the following into a file:

So the best that can be done for 4.3.1 is to try to support XML files, as JSON won't work until the Manage API is fixed.
