[BUG] Windows regional format is used instead of Windows display language to determine WingetUI display language

Please confirm these before moving forward

• I have searched for my issue and have not found a work-in-progress/duplicate/resolved issue.
• I have tested that this issue has not been fixed in the latest (beta or stable) release.
• I have checked the FAQ section for solutions
• This issue is about a bug (if it is not, please use the correct template)

Please see the attached screenshot:

My Windows display language is English
My country/region is the Netherlands (so apps can show me local content, so my understanding is that this is about location rather than language)
My regional format is Dutch (Netherlands), because "MM-DD-YYYY" confuses me a lot :P
WingetUI is set to use the "system language" as the "display language".
WingetUI is displayed in Dutch, however I expect it to be displayed in English

Steps to reproduce the issue

Changing the regional format to English, then restarting WingetUI will change the display language to English
