Add annotations to have Renovate update the dependencies in the workflow files.

This PR adds Renovate annotations to the dependency version environment variables in the GitHub Actions workflow file to allow Renovate to manage updates automatically.

• Added Renovate annotation for the POWERSHELL_YAML_VERSION environment variable.
• Added Renovate annotation for the PSSCRIPTANALYZER_VERSION environment variable.
