Description

Candidate for v0.3.3-beta3. The change is based on #701, but the change in ReadBorReceiptRLP is reverted, because it failed the integration test. Since other optimizations in this PR can already reduce the frequency of calls to ReadBorReceipt by an order of magnitude, I think it is okay to leave the optimization of ReadBorReceiptRLP for the future.
