arxiv-scan v1.0-beta

Refactored and first field-tested version of arxiv-scan.

Main changes

• Complete restructuring of the code
• Implementation of new config-file format
• Use arXiv API instead of web-crawling
• support for all arXiv categories
• paper title and abstract are scanned
• resubmissions and cross-listings can be ignored
• arxiv-scan is now a PyPI package installable via pip
• MIT license added
