This removes the
"pdus"key from the federation/sendresponse, as per matrix-org/matrix-spec-proposals#3618. A change in matrix-org/gomatrixserverlib@9cffe4a ensures that the newly empty key won't be included in the marshalled JSON response.Do not merge yet.
