https://matrix.org/docs/spec/client_server/r0.6.1 and r0.5.0 are observed ones. Should appear like r0.4.0: https://matrix.org/docs/spec/client_server/r0.4.0

Add "not latest" warning to all specs and remove latest.html

The latest.html redirects were handled back in Matrix 1.1's release.

The latest.html redirects were handled back in Matrix 1.1's release.

Fixes #1235

* Stop trying to link to obsolete file
