No push notifications received for rooms with 'mentions and keywords' notification mode

Description

When setting a room's notification mode to mentions and keywords only, I don't receive push notifications on my Android & iOS clients. I've tested this both on Element Android, Element X Android and Element X iOS. In the logs from the Android apps there is no trace of any push notifications being received when any of those messages are sent from another client & account in those rooms.

Steps to reproduce

• In a mobile client, log into your matrix.org or element.io account.
• Set a room's notification settings to 'mentions and keywords only'.
• Put the app in background.
• From another client and account, send a message with either a mention, a keyword, or both.
• Nothing appears in the mobile client apps, and nothing is found in the logs about a new push being received.

I don't have any logs myself, but I can try to set up a synapse instance and test this issue on it. Not any time soon though...

Is the room encrypted?

Yes, both rooms I tested have encryption enabled.
