... ie, each connection to a sydent/sygnal/etc gets its own OpenSSL context

Extends #5794 etc to the SimpleHttpClient so that it also applies to non-federation requests.

Fixes #7092.

Extends matrix-org#5794 etc to the SimpleHttpClient so that it also applies to non-federation requests.
