Fixes #8159. If this is too large a change for one PR I can split it up, but it is reviewable mostly commit-by-commit, and most of the changes are non-functional.

Do I have a chance in feature to see in in which Synapse Version a configuration switch was added? Is planned to add this information in the new documentation? Or how can I check before upgrade for new configuration switches?

So all new configuration options will be documented in both the changelog and in the configuration documentation/manual. If you want to check for new configuration switches before upgrade you can just take a look at the changelog for the version in question. Hopefully this answers your question, let me know if it doesn't.

I personally believe that it is quite time-consuming to search the changelog for texts such as "Add a config options" or "configuration option" in the changelog.

Maybe it would be a good idea to add information like "First introduced in Synapse v1.37.0" to the configuration, similar to the changes in the module api.

Adding when the config option was introduced in the documentation/code going forward is a great idea and I will do so and encourage others to do so.

I always git diff-ed the generated new config to see the option or comment changes, time will tell if this PR was a good idea, I fear of changing default options which I didn't set up myself or introducing new options without notice.

I am using Meld under Linux to compare homeserver.yaml (default by updater) with my own modified yaml file in conf.d folder.
With the latest yaml file coming with the 1.62.0 Release this mechanism stops working.

Matrix.org wants to animiate or encourage willing homeserver "admins" to offer own servers different from matrix.org what is default in Element Android / iOS etc.
But with that step (pointing to the new type of sample config) others will recoil to setup own servers if it is not easy or as well documented as before with the standard homeserver.yaml.

So in my opinion this is a step back into wrong way - wouldn't it be possible to append a homeserver.yaml for each release containing all valid options plus the new ones - if there are so? on github or anywhere else?
