Part of #13790.

To prove this works, 4f5d492 runs trial against 3.11. It needs reverting before merging.

Also, bump dependencies in lockfile to fix a few 3.11 problems:

Old version was using a deprecated function which was removed in Python 3.11, see GrahamDumpleton/wrapt#205

The release branch is failing to setup-python-poetry, see e.g. https://github.com/matrix-org/synapse/actions/runs/3389272009/jobs/5632193743. It seems that poetry running on CPython 3.11 is unable to install wrapt 1.13.3. I'm going to try cherry picking this (plus the fixup commit) to the release branch.

The release branch CI is failing because poetry seems unable to install
wrapt 1.13.3 when run under CPython 3.11. Develop has already bumped
wrapt for 3.11 compatibility. Cherry-pick that commit here to try and
get CI going again.

Please note that, as announced in the release notes for Synapse 1.69.0, legacy Prometheus metric names are now disabled by default.
They will be removed altogether in Synapse 1.73.0.
If not already done, server administrators should update their dashboards and alerting rules to avoid using the deprecated metric names.
