... to save passing it into `_send_events_for_new_room`
Currently just creates a new, empty, room, and sends a tombstone in the old room.

Maybe, I guess? The intention is that the client can interpret the tombstone event anyway.

DomainSpecificString.to_string
returns a str
, which is a bytes
under python 2.

Basic support for matrix-org/matrix-spec-proposals#1502. This is largely complete, but doesn't currently do anything about aliases.
