This PR needs some work and squashing, and it might not even be desired. But I thought I would leave it here in case it is.
I've been trying to use
act[1] to run github actions locally. One of the challenges is a handful of actions like jest-github-action that talk to the github api. This change adds a configuration option to prevent writing to github in cases where it would be useful, but still runs the tests.[1] https://github.com/nektos/act
