Added relay mode

Using the pr mautrix/python#72 I was able to implement the relay mode for this bridge.

• The first message was sent by the admin user (admin - Use and administrate the bridge.).
• The second by the person from instagram.
• The third by a relay user (relay - Allowed to be relayed through the bridge, no access to commands.).
