Copy from nirvdrum/svn2git#259 . I believe this issue still exists in current svn2gitnet.

svn2git parses the git error messages to detect whether branch tracking is enabled, see https://github.com/nirvdrum/svn2git/blob/master/lib/svn2git/migration.rb#L360. This fails if the messages are localized. A workaround is to use LANG=C before calling the script. This was already mentioned in nirvdrum/svn2git#132

For Linux, add LANG=C prefix.
Note: There's no easy way to fix it on Windows so this PR won't fix this
bug on Windows.
