16 bbmap repairsh guesses the wrong ascii quality encoding offset and fails #17

Addressing the enhancement suggested in #16 that includes the explicit setting of the ASCII offset (33 or 64) for bbmap
The startup bash scripts (run_wiping.sh) was improved to handle bad arguments specification
