If I click on it, it redirects me to the same page.

Could you write the steps for reproduce it, please? I've been creating more than 20 redirects and I'm not able to see the pager at admin/config/search/redirect.

It's not redirect itself, but the task which allows you to fix the 404 errors.

Here are the steps:

Go to this page: /admin/config/search/redirect/404
Ensure that you have enough 404 errors to have a pagination
Click on page 2
Then try to click on "Previous" or "First" link.

On the version which I am using, I stay on the same page.

It looks like the count query that RedirectFix404Form uses is not needed. I removed it at Pull request at #84 and now I can see and use the pager as in the following screenshot:
