Description:
This PR introduces a GitHub Actions workflow that automatically closes new issues if the author already has an open issue in the repository. This ensures that contributors can only have one active issue at a time, encouraging issue resolution before opening new ones. If a duplicate issue is detected, the workflow closes it and leaves a comment explaining the reason.
