docs(docblock-generator): fix action Node version

The docblock generator's run:commit command uses Octokit to get a commit's files. However, Octokit requires v18 of node, and the GitHub action that runs it is set to v16, which causes an error.

This PR fixes the error by changing the action's node version to 18.
