docs-util: fix OAS generation error

• The Error schema was recently moved to the framework package which result in an error. We now add it to the base YAML instead.
• Add new circular references in the redocly config
• Add fixed typing for $and and $or properties.
• Fix how query / path parameter schemas are updated.
