idea: Cortex should check if the Intel OneAPI environment has been setup or not

Problem Statement

Currently, when running with the experimental oneAPI SYCL backend, if the oneAPI environment has not been properly set up, the server will fail with a missing library error. This occurs because the oneAPI Base Toolkit libraries are installed in specific paths that require initialization on both Windows and Linux operating systems before they can be accessed.

Feature Idea

Cortex should check the presence of oneapi environment before launching the server for a pleasing experience.
