The reasoning behind this is quite simple: if you have a project that uses the cppzmq in a public way, and want to create a pkgconfig file for that project, the cppzmq header and pkgconfig file need to be installed. This is particularly the case for cppzmq (and libzmq) since basically everyone uses the draft API, which is not available in most distribution packages.
