Inkscape upgrade to v1.3.1+ on Windows

This issue is created to track information for the time when the upgrade would be required, and follows #35.

Inkscape v1.3.1+ works properly with Linux or macOS, but on Windows it fails to work with EPS/PS files. See issue in the Inkscape's bug tracker. So it's important for the Inkscape's issue to be fixed before the upgrade.

As far as I understood, internally it's connected with the regex library depending on a system locale:
