* Adjusted initial Electron window size to 4:3 ratio * Disabled dev-tools by default and modified window size logic. * Changed console.log calls to use debug package. Co-authored-by: Chris Whitten <christopher.whitten@microsoft.com>

Description
Composer Electron will no longer startup maximized, but instead at a 4:3 aspect ratio window scaled to 90% of the screen's height.
(Also disabled dev tools opening on start by default -- can be toggled with an env variable
COMPOSER_DEV_TOOLS)Task Item
