[ci] fix R CMD CHECK note about example timings (fixes #4049) #4055

This PR attempts to fix #4049. See #4049 (comment) for a more detailed explanation of this proposal.

In case you are wondering "why only do this on non-cran builds?", my proposal from #4049 (comment)

I also think it would be a good idea to only do that when BUILD_TYPE = "cmake", just in case the behavior of R CMD check --as-cran changes in the future (like how it started running \donttest{} examples automatically in R 4.0.0, https://cran.r-project.org/doc/manuals/r-devel/NEWS.html).

Haha we cannot win with CI recently! Now some builds here are failing because of an outage at GitLab (where Eigen is hosted).

😕 the linux regular job on Azure is still failing, with lots of complaints about conda version conflicts

I don't think this is necessarily caused by #4054 . I saw this issue last week as well (can't find the comment though, sorry).

Usually this problem is solved by rebuilding. Unfortunately I'm still unable to sign in to Azure, getting the same error as #4055 (comment) 😫

AADSTS50000: There was an error issuing a token or an issue with our sign-in service.
