[BUG] First-run experience, and loopback page, not storing loopback endpoints to config file on some PCs

Customer Preview 2, Canary 27802 with full install of service and related

On some PCs, the first-run experience does not complete properly because the loopback endpoints do not get saved to the configuration file.

Similarly, the button to create the loopback endpoints on the loopback page creates the endpoints, but they are not stored to the config file.

Looking into this. If you run into this problem on 27802+, please let me know below and what your PC architecture is (x64, Arm64).
