NimbusML-ExtendedTests failing with Python 2.7 on Ubuntu16, Ubuntu14, CentOS due to missing libtensorflow #299

Describe the bug
NimbusML-ExtendedTests builds are failing on Ubuntu14, Ubuntu16, and CentOS due to:
RuntimeError: Error: *** System.DllNotFoundException: 'Unable to load shared library 'tensorflow' or one of its dependencies. In order to help diagnose loading problems, consider setting the LD_DEBUG environment variable: libtensorflow: cannot open shared object file: No such file or directory'
To Reproduce
All 3 build environments share the same cause for failure.
