Acrylic backgrounds and other shadows (of tooltips and flyouts) do not properly visualize in WinUI (in #12470)

This issue is known in the WinUI repo and fixed: upgrading to WinUI 2.7 will resolve this issue. (see microsoft/microsoft-ui-xaml#5277)

We can't upgrade yet, due to: microsoft/microsoft-ui-xaml#5435
