FancyZones data still getting lost on update #15154

Microsoft PowerToys version

0.51.1

Running as admin

FancyZones

Steps to reproduce

  1. Have a previous version of PowerToys installed
  2. Be using FancyZones with a custom layout
  3. Update to 0.51.1
  4. Observe your custom layouts are, once again, deleted.

✔️ Expected Behavior

My custom layouts would still be there after updating to 0.51.1

Also: the "report bug" feature doesn't create a file on the desktop, otherwise I would have included it in this report.

❌ Actual Behavior

Once again restoring the layout file from backup

We need a bit more information to really debug this issue. Can you add a "Report Bug" zip file here? You right click on our system tray icon and just go to report bug. Then drag the zipfile from your desktop onto the GitHub comment box in this issue. Thanks!
