Description of the new feature / enhancement

UI Test Automation Framework should:
a. Provides consistent interface for PowerToys developer to add UI Test
b. Simply the UI Test process, reduce cost: less code, well-designed interface, dependency upgrade should be transparent to PowerToys feature developers
c. Optional: Support Image based UI Test (e.g.: image similarity) to catch the rendering regressions (e.g.: Font issue)

Scenario when this would be used?

UI Test should be widely adopted in PowerToys to ensure high test automation coverage and preventing UI regression.
