Add the compiler command line parser to the node module for TypeScript services.

Add the file src/compiler/commandLineParser.ts to the TypeScript services node module so that developers can re-use the compiler's command line parsing infrastructure. Place the type information for command line parsing in typescript_internal.d.ts.
