Question about ts/js deprecated hint

The function type is overload, and deprecated part of signature
I have no idea whether the hint is right or wrong

Does this issue occur when all extensions are disabled?: No
But it came out when installed the plugin of [JavaScript and TypeScript Nightly]

I can repro this with the following program:

// @filename: first.ts
/** @deprecated */
export declare function tap<T>(next: null);
export declare function tap<T>(next: T): T;

// @filename: second.ts
import { tap } from './first'

Note that uses are marked correctly, just the import is incorrectly marked deprecated:

tap // ok
tap(null) // deprecated
var twelve = tap(12) // ok

The import needs to be treated the same as the uncalled function on the first line.

@mjbvz I can't figure out how to move this to the typescript repo, but I'll start looking at this to be fixed before the full 4.0 release.
