This adds a test documenting the current behavior of #50762, and adds enough traces to conditional export resolution that a program can easily identify that the a resolution depended on the existence of this bug. I’m planning to add detection of this to https://github.com/arethetypeswrong/arethetypeswrong.github.io, so library authors can know to avoid relying on it, and potentially so we can see how many packages would break if we decided to fix the bug (though I suspect the answer is “so much that we can never fix it”).
