Repro steps:

1. Hit the URL: https://aspire.dev/.
2. TAB to video present under "OpenTelemetry developer dashboard".
3. Observe the issue that "Picture in picture", "Enhance" and "Translate audio" controls are not keyboard accessible.

Actual Result:

The “Picture in picture”, “Enhance”, and “Translate audio” controls associated with the video are not accessible using the keyboard. These controls appear only on mouse hover over the video and cannot be reached or operated using the TAB key.

Expected Result:

"Picture in picture", "Enhance" and "Translate audio" controls should be keyboard accessible.

User Impact:

Keyboard-only users and users with motor disabilities cannot access critical video controls, limiting their ability to interact with or customize the video experience. This results in unequal access to functionality available to mouse users.
