Option to emit group chat manager messages in AgentChat

Add an option emit_team_events to BaseGroupChat to emit events from group chat manager through run_stream.

For example, SpeakerSelectedEvent from group chat speaker selection.

@AndreaTang123 thanks. As a first step, could you follow the contributing guide in python/README.md to set up your local development environment.

Then, as a first step, could you first add the optional parameter to BaseGroupChat and pass it into BaseGroupChatManager to make it a private variable.

Then, create SelectSpeakerEvent subclassing BaseAgentEvent in:

with a string content and add it to the AgentEvent union, as well as the MessageFactory.

Once you have done that, you can then go to the following locations:
