The Teams Messaging Extension flow should enable the developer to publish the final card either as a compose experience (where the card can be published from the user going through the extension flow) or as a proactive message from the bot.

The scenario should use the roster api to ensure the bot has capabilities to publish or the proactive option is not allowed.
