Steps to reproduce the bug

  1. Clean install dev home.
  2. Remove all existing widgets from Dashboard
  3. Try to add a new widget.

Expected result

Widget pin dialog is there and populated.

Actual result

The dialog is blank and Dev Home sometimes crashes.
