Alert Toolkit for new scheduledQueryRules API

This is the first release of the Alert Toolkit using the old Azure Monitor Log Alerts API. Use this release if your workspace is using the new API. Any workspaces created after June 1st 2019 will be using the new API. Workspaces created before this date canbe migrated to the new API. This release also introduces a dependency on the Az PowerShell module while removing the dependency on AzureRm.
