Feature Overview

Currently PolicyServicePkg cannot support DXE_SMM_DRIVER module type, implement the required library instance and driver for supporting the traditional MM.

Solution Overview

  1. Add DXE_SMM_DRIVER to LIBRARY_CLASS of MmPolicyLib.inf
  2. Refactor the PolicyMm module to have a common entrypoint, and both Standalone MM and Traditional MM entrypoint call the common entrypoint.
  3. Add Traditional MM description to Readme.md.

## Description

Refactoring the MM implementation to support both Standalone MM and
Traditional MM

1. Add DXE_SMM_DRIVER to LIBRARY_CLASS of MmPolicyLib.inf
2. Refactor the PolicyMm module to have a common entrypoint, and both
Standalone MM and Traditional MM entrypoint call the common entrypoint.
3. Add Traditional MM description to Readme.md.

This PR resolves #460.

2. Refactor the PolicyMm module to have a common entrypoint, and both

This change removed the AARCH64 support for the host based unit tests
for PolicyServicesPkg because this is not yet supported.

Removing the support in this DSC file to fix the broken pipeline build
on AARCH64 systems.
