Current KeyVault access policy has wrong Object ID for the Microsoft.Azure.WebSites service account and this is causing errors with internal monitoring agent installation.

There's also a missing setting for enabledForDeployment on the KeyVault configuration that should be flipped to on/true for the same reason.
