Include ORT C/C++ API headers in the ORT Mobile AAR package #7858

Description: Include ORT C/C++ API headers in the ORT AAR package

Motivation and Context

  • If a developer want to use ORT Mobile native library, the developer can direct extract the library and necessary header files from the published ORT-Mobile AAR package without building
