Describe the bug
Block "move with buttons" can't be drag out in tutorial "Chase the Pizza"

Steps to reproduce the behavior

  1. Navigate to https://arcade.makecode.com/beta
  2. Scroll down to "Tutorials" and open "Chase the Pizza"
  3. Drag blocks as tutorial step one by one
  4. Open "Controller" to drag block "move with buttons" in 5th step

Expected behavior
Block "move with buttons" should can be drag out in tutorial "Chase the Pizza"

Actual behavior
Block "move with buttons" can't be drag out in tutorial "Chase the Pizza"

This bug also repro in tutorial "Lemon Leak"
