Investigate RNW telemetry instances showing RNW package version < 0.75 #14612
Description
1DS telemetry implementation, which enables data collection from RNW CLI, is available all the way down to 0.75. Prior to 0.78, not all subversions will have telemetry enabled, but only the most recent ones. Example: for 0.75, 0.75.0 may not have telemetry enabled since at release time telemetry wasn't there. But 0.75.3, which contains the 0.75 telemetry backport PR in, will have telemetry enabled.
Having said that, some event instances are showing non-sense RNW versions ranging from 0.62 to 0.74, which requires an investigation to figure out why.
