CallInvokerWriter should be optimized when called synchronously #14668
Description
Follow up from #14635.
The CallInvokerWriter / TurboModule implementation should be updated to reintroduce the optimization that was there previously to allow synchronous callback calls to avoid the extra copy of the parameters to a folly::Dynamic.
