Update packages to new raiutils 0.2.0 and rai-core-flask 0.4.0 releases:

• Update erroranalysis package to new raiutils 0.2.0 release
• Update responsibleai package to new raiutils 0.2.0 release
• Update raiwidgets package to new raiutils 0.2.0 and rai-core-flask 0.4.0 releases
