Add a language-agnostic design review skill for evaluating and creating frontend interfaces. Covers design system compliance, three quality pillars (frictionless, quality craft, trustworthy), accessibility, and creative frontend aesthetics that avoid generic AI patterns. Structure follows repo conventions: - SKILL.md with trigger phrases in description (USE FOR / DO NOT USE FOR) - References split into review-output-format, review-type-modifiers, quick-checklist, and pattern-examples - README updated with Core section entry and skill counts Co-authored-by: Copilot <223556219+Copilot@users.noreply.github.com>
