This PR adds a dataset for loading occurrence records from the Global Biodiversity Information Facility.
I believe this is our first non-vision dataset? These datasets consist of lat/lon locations and timestamps of species recorded around the globe. There isn't any data to load per se, the intention is to combine these datasets with other datasets (e.g. lat/lon locations of tree species, and high-res imagery of those same tree species). I'll be adding a few more of these (iNaturalist and EDDMapS) so I'd appreciate a thorough review before I add more datasets of a similar style.
