This adds a new file
testdata/submoduleAccepted.txt
which can list submodule diff files we "accept" the differences in, and thus move to a different baseline directory. The test runner automatically accepts all diffs for any test containing "unsupported" file extensions, e.g. js/cjs/mjs/jsx/tsx.
