ctest is not found

Building works fine on my system but for some reason when i run the tests i it does not find the ctest.exe.

if i run "C:\Program Files (x86)\Microsoft Visual Studio\2019\Community\Common7\IDE\CommonExtensions\Microsoft\CMake\CMake\bin\ctest" --test-dir ./build/debug/windows/igtwebd/ it works just fine.
strange that i need to add the --test-dir and the ctest in the path. any idea what is going on?

@florenso Is there any specific way that you're defining the ctest executable? It looks like it's trying to invoke the bin folder rather than the ctest.exe itself.
